President Xi Jinping met with representatives of model civil servants who are in Beijing to attend a national award ceremony on Tuesday. Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, extended his greetings and congratulations to the representatives from across the country. He encouraged them to stick to their mission and shoulder their responsibilities with dedication.
All state organs and their employees must foster a strong sense of service to the people, put the people above all else, maintain close ties with them, listen to their opinions and suggestions, accept their oversight, and work hard to serve them.
The government needs to transform its functions, further streamline administration and delegate powers, develop new ways of regulation and supervision, and strengthen its credibility and administrative capacity, building itself into a service-oriented government able to satisfy the needs of the people.

Track-laying work on the country's first sea-crossing high-speed railway was completed on Tuesday morning in east China's Fujian Province.The 277-km railway links Fuzhou, the provincial capital, with Xiamen, a port city. With a designed speed of 350 km per hour and eight stations along the route, it is expected to slash the travel time between the two cities to just one hour.

China on Aug 29 unveiled an action plan to expedite the green and low-carbon development of electrical equipment. Within five to eight years, a marked improvement will be made in the demand and supply structure of China's electrical equipment, and the efficiency of its power grid will be significantly enhanced, according to the plan released by the Ministry of Industry and Information Technology and four other government bodies.
Achieving carbon peak and carbon neutrality are the intrinsic requirements of China's own high-quality development and a solemn pledge to the international community. China will honor its word and keep working toward its goal. We have unveiled an Action Plan for Carbon Dioxide Peaking Before 2030, to be followed by implementation plans for specific sectors such as energy, industry and construction. China now has the world's biggest carbon market and biggest clean power generation system: the installed capacity of renewable energy has exceeded one billion kilowatts, and the construction of wind and photovoltaic power stations with a total installed capacity of 100 million kilowatts is well under way.
In the face of climate change, which is a major challenge to all humanity, we need to advocate green and low-carbon development, actively promote solar, wind and other sources of renewable energy, work for effective implementation of the Paris Agreement on climate change and keep strengthening our capacity for sustainable development.
